Who it is for

Real-estate developers, investors and valuation firms: to locate blocks with developable land stock and compare it across residential and mixed-use/commercial zones before a purchase or development decision.

Method: what we add to the raw data

  • Numbered parcels of 150 m² or more were used.
  • Each parcel was assigned its current zoning class and its block from its representative (interior) point.
  • Scope was limited to two groups: residential (RA, RB, RHA, RHB, RG, RB**, RHB**) and mixed-use & commercial (BA, BB, BC, BD, B3, B3*, B4, COM).
  • A parcel is vacant when it contains no interior point of a main building footprint or an under-construction building, and no address point. Shades, overhangs, courtyards, building parts and electrical substations were excluded from building footprints.
  • The address rule was added because 16,157 parcels with no building footprint have a registered address; they were excluded from vacant land.
  • Results were summarised per block, with the count of building and advertising violations and the rate per 1,000 numbered parcels of all sizes. Individual violation locations are not delivered.
  • The rate counts violations, not violating parcels; one parcel may carry several violations, and the record is cumulative over an undocumented period.
  • The map is classified with Natural Breaks (Jenks) into six classes of vacant area per block.

Spatial layers

  • B01_vacant_parcels — polygons, 36,222: Vacant parcels in residential, mixed-use and commercial zones
  • B01_blocks_summary — polygons, 500: Vacant land and violations summary per block, plus an 'Outside blocks' row

Tables

  • B01_blocks_summary.csv — 500 rows: Block summary table (tabular copy of the layer)
  • B01_by_zoning_class.csv — 15 rows: Vacant land by zoning class

Limitations

  • The last update date of building footprints and addresses is not documented. A parcel built after that update may appear vacant.
  • A building spanning several parcels is assigned to the parcel containing its interior point, so an adjacent parcel may appear vacant.
  • Vacant does not mean for sale. The data contains neither ownership nor price.
  • The zoning class assigned to each parcel is the current one and excludes any later amendment.
  • Un-numbered parcels (roads, passages and similar) and parcels under 150 m² are excluded from the vacant-land count.
  • Violations are an aggregated count per block only, with no type, date or status. The rate counts violations, not violating parcels; one parcel may carry several violations, and the record is cumulative over an undocumented period.
  • Fields `violations` and `viol_per_1000` are NULL in blocks with fewer than 20 numbered parcels (56 blocks), to avoid pointing to an individual parcel.
  • 47 vacant parcels (56.1 ha, 1.8% of vacant area) lie on reclaimed or coastal land beyond the drawn block boundaries. They are summed in an 'Outside blocks' row of the block table (block number NULL) and shown on the map with hatching.
  • Hawar Islands are included in the data but lie outside the map frame.
