In short
1,252 vacant residential parcels covering 237.4 ha are placed by the 2030 plan in a higher use, of 31,385 vacant residential parcels (4.0%).
By 2030 use: Mixed use: 1,110 parcels (232.4 ha); Commercial: 0 parcels (0.0 ha); High-density residential: 142 parcels (5.0 ha).
Median shift parcel area: 308 m².
Who it is for
Investors, valuation firms and developers: to identify vacant residential land that the plan moves to a higher use, before this is reflected in its price.
Method: what we add to the raw data
- The analysis starts from vacant residential parcels (≥150 m²) with the same definition as the vacant-land product: a numbered parcel with no building footprint and no registered address.
- Each parcel was assigned its 2030 land-use plan class from its representative (interior) point.
- A parcel is in the shift when it falls in one of three uses: mixed use, commercial or high-density residential. No vacant residential parcel fell in the commercial use.
- Results were summarised per block: count and area of shift parcels and their share of vacant residential parcels.
- The map is classified with Natural Breaks (Jenks) on shift area per block.

Limitations
- The 2030 plan is indicative; falling in it does not mean an approved rezoning of the parcel.
- Describing the use as 'higher' is a planning assumption; the data contains no prices or market values.
- 2030 plan boundaries are coarser than parcel boundaries, so a parcel near a boundary between two uses may be assigned to either.
- The plan's issue date and the last update of building footprints and addresses are not documented. A parcel built after that update may appear vacant.
- Vacant does not mean for sale. The data contains no ownership.
- Most of the area lies in large planned reclamation blocks, the largest being Al Sayh (block 0230) with 180.0 ha; the shift there concerns large parcels within a single development rather than scattered plots.
- Parcels beyond the drawn block boundaries (reclaimed or coastal land) are summed in an 'Outside blocks' row of the block table (block number NULL): 1 vacant residential parcels and 0 shift parcels.
- Hawar Islands are included in the data but lie outside the map frame.
