Which villages are more than 10 or 20 km from the nearest civil defence centre or fire point?
139 civil defence centres and 29 advanced fire points by name, 5, 10 and 20 km distance buffers, the distance from each of 5,713 communities to the nearest point with its 2025 population, population per sub-district in each band, and 15 suggested sites for new centres that cover the most people.
7,044,633 people (28.0%) live more than 10 km from the nearest response point; 3,161,302 (12.6%) beyond 20 km.
Sub-districts with most people beyond 20 km are listed in the coverage table.
The 15 suggested sites bring 1,463,320 more people within 10 km.
Who it is for
Civil defence and emergency directorates, local councils, organisations funding new centres, and planning students working on service location.
Method: what we add to the raw data
- Centres were classified from their names: response centres, war-remnants removal teams, and training centres (excluded from coverage).
- The straight-line distance from every community to the nearest of 167 response points was computed and banded into four rings.
- Each community was linked to its 2025 population estimate, and population was summed per sub-district in each band.
- 5, 10 and 20 km distance buffers were built as separate, non-overlapping rings clipped to Syria.
- 15 suggested sites were chosen greedily: at each step, the community that brings the most additional distant people within 10 km.
- No sites were suggested in governorates with fewer than three published points, where a suggestion would fill a data gap rather than a service gap.

Limitations
- Distance is straight-line, not by road, so actual response time is longer, especially in mountains.
- The list reflects published points; volunteer or municipal stations may be missing.
- The list has no centres in most of Al-Hasakah governorate, so its sub-districts appear farthest; this reflects the published points, not necessarily an absence of service on the ground.
- Suggested sites are a planning starting point and need field study of land and roads before use.
- Population is a modelled 2025 estimate.
