A flood-exposure index built on each cell's height above the nearest drainage it flows into (HAND), in three bands: under 2 m, 2–5 m and 5–10 m, with the population in each and a per-delegation table.
Nationally 717,762 people (5.9%) fall in the high band.
In short
21,748 km² in the high band, home to 717,762 people (5.9% of the country).
The moderate band covers 13,235 km² and 1,415,123 people; the low band 16,417 km².
The delegations with the highest share in the high band are listed in the table.
Who it is for
Municipalities and civil protection, planning and urban design consultancies, insurers, and planning and engineering students.
Method: what we add to the raw data
- Each cell's height above the nearest drainage it flows into (HAND) was computed, not its height above sea level: a low cell far from any channel is not exposed, while a higher cell beside a wadi may be.
- Channels are paths draining 10 km² or more, derived from a 90 m elevation model.
- The index was grouped into three bands: under 2 m high risk, 2–5 m moderate, 5–10 m low.
- The bands were read against the population distribution, giving people per band rather than land area alone.
- Results were aggregated per delegation: area and population per band and the share in the high band.

Limitations
- This is an exposure index, not hydraulic flood modelling: it excludes rainfall intensity, return period, structures, dams and urban drainage.
- 90 m cells do not represent small urban channels or narrow barriers such as raised roads.
- The surface model includes buildings, raising elevations inside built-up areas and lowering computed exposure there.
- Chotts and sebkhas appear low above their channels; they are permanent natural collection areas, not flash-flood zones.
- No planning or insurance decision should rest on this layer alone.
FAQ

- How long does the download link last?
- 24 hours, and it is renewed free on request.
- Can I get a refund?
- Digital products are not refundable once downloaded — unless the file is defective or does not match the description, in which case it is replaced or fully refunded.
- What does the licence allow?
