The first layer any project in Tunisia needs: 24 governorates, 265 delegations and 2085 sectors, each with its Arabic and French name, hierarchical code and area.
The three levels nest exactly: every delegation is the precise union of its sectors, and every governorate the union of its delegations. Plus governorate seats, 7 sebkhas and lakes excluded from the boundaries, and an Arabic municipal directory.
24 governorates, 265 delegations and 2085 sectors covering 154,283 km².
Largest governorate Tataouine (37,941 km²); smallest Tunis (262 km²).
An Arabic directory of 262 municipalities with addresses is included; municipal boundaries are not, as their licence forbids resale.
Who it is for
Anyone starting a project in Tunisia: consultancies, students and researchers, NGOs, companies and regional administrations.
Method: what we add to the raw data
- Sectors are the base: delegations were built by dissolving their sectors and governorates by dissolving their delegations, so the levels nest with no gaps or overlaps — which does not hold if each level is taken from its own file.
- Broken geometry was repaired: many files contain unclosed rings that software rejects.
- Arabic and French names at every level, with a stable hierarchical code: a six-digit sector code starts with its four-digit delegation code, which starts with its two-digit governorate code.
- Areas are computed in an equal-area projection; the layers are also supplied in UTM 32N for metric length measurement.
- Major sebkhas and lakes are excluded from sector boundaries in the source, so they are supplied as a named layer instead of unexplained gaps.
- An Arabic municipal directory is included as a table; municipal boundaries were not included because the available versions carry a licence that forbids resale.

Limitations
- Total boundary area is 154,283 km², matching the official governorate layer exactly. The commonly quoted area of Tunisia is larger because it counts the sebkhas and chotts excluded here, which are supplied separately.
- The reference is the 2016 division; any delegation or sector created later is absent.
- Seven units in the published delegation file are sebkhas and lakes, not delegations, so the count here is 265, not 272.
- Municipal boundaries are not included (restrictive licence); the field holds each sector's municipality name as recorded in the source.
